SUMMARY:2023 Pacific ECD Forum
DESCRIPTION:The 2023 Pacific Early Childhood Development (ECD) Forum\, with the theme Building a Resilient Blue Pacific Through Early Childhood Development\, was a 3-day high-level forum\, 22-24 February\, in Fiji for Pacific Island governments to discuss early childhood investments as a critical component of building resilience to climate change\, natural disasters and other emergencies. \nThe Forum also gathered governments to discuss advances made since the declaration of the Pasifika Call to Action on ECD in 2017 – the region’s nine-point action agenda that lays out critical national efforts to secure the optimal development of young children. \nThe Forum was attended by 150 delegates\, including Ministers and senior government representatives from Ministries of Education\, Finance\, Health\, and Social Welfare from: Cook Islands\, Federated States of Micronesia\, Fiji\, Kiribati\, Nauru\, Niue\, Palau\, Papua New Guinea\, Republic of Marshall Islands\, Samoa\, Solomon Islands\, Tonga\, Tuvalu\, and Vanuatu. \nThe Forum produced several important outcomes for ECD\, as contained in an Outcomes Statement (see next page)\, foremost of which was the endorsement of Action Point 10 of the Pasifika Call to Action on ECD\, to prioritize ECD as a pathway to increase the resilience and adaptive capacity of communities to the effects of climate change and other emergencies; promote close collaboration between the areas of ECD and natural resources\, environment and sustainable development; and commit to heightened advocacy for ECD in the global climate discourse and to call for global green financing mechanisms that allow for financing of ECD programmes and services. \nHon.Mulipola Anarosa Ale Molioo\, Minister of Finance\, Samoa and Hon. Lynda Tabuya\, Minister of Women\, Children & Poverty Alleviation Fiji\, were appointed as co-chairs until the election of these positions at the next council meeting. UNICEF remains as the PRC4ECD Secretariat. \nThe Forum stimulated south-south learning on ECD\, and multi-sectoral group discussions resulted in the delegates’ identification of priority actions that they would undertake immediately after the Forum. \nMost Vulnerable & Most Valuable Video \nOutcomes\n\nEndorsement of Action Point 10 of the Pasifika Call to Action on ECD\, to prioritize ECD as a pathway to increase the resilience and adaptive capacity of communities to the effects of climate change and other emergencies; promote close collaboration between the areas of ECD and natural resources\, environment and sustainable development; and commit to heightened advocacy for ECD in the global climate discourse and to call for global green financing mechanisms that allow for financing of ECD programmes and services.\nRe-affirming the call of our Pacific Islands Forum Leaders’ that securing the future of the Pacific cannot be left to chance; and supporting the regional collective expanded vision in the 2050 Strategy for the Blue Pacific Continent\, for a resilient Pacific Region of peace\, harmony\, security\, social inclusion\, prosperity\, spiritual and cultural wealth that ensures all Pacific peoples especially children and young people lead free\, healthy\, productive and happy lives.\nRe-enforcing the 2017 Pasifika Call to Action on Early Childhood Development which sets the strategic direction for ECD action in the region\, and recognizing the Pacific Regional Council for ECD (PRC4ECD) as the regional governance mechanism whose mandate aligns and contributes to the realization of the 2050 Strategy for Blue Pacific Continent and national development priorities.\nRecognizing the 2018 Pacific Islands Forum Leaders commitment and expanding on the regional vision to lead a whole-of-government and whole-of-society approach\, at the national level to address Early Childhood Development.\nAcknowledging capacity gaps and resource constraints and hearing the need for increased investment\, call on UNICEF and partners to strengthen and harmonize support for ECD through capacity-building and technical support\, south-south cooperation\, funding including climate financing\, regional initiatives and for programmes in countries.\n\nDocuments\n2023 Pacific ECD Forum – OUTCOMES

SUMMARY:2019 Pacific ECD Forum
DESCRIPTION:The 2019 Pacific Early Childhood Development (ECD) Forum\, held at Nadi\, Fiji on 23-25 October\,was a three-day\, high-level meeting of government ministers and officials from Pacific Island Countries and Territories (PICTs) to discuss how to better support the optimal development of young children. Organized by UNICEF\, with funding support from the Government of New Zealand\, the Forum progressed the initiatives of the first regional conference on ECD in 2017 which introduced the Pasifika Call to Action on ECD —a nine-point action plan to improve ECD across the Pacific. \nThe Forum was attended by 150 delegates\, including Ministers\, Permanent Secretaries or their representatives from Ministries of Education\, Finance\, Health\, and Social Welfare from 15 countries: Cook Islands\, Federated States of Micronesia (FSM)\, Fiji\, Kiribati\, Nauru\, Niue\,Palau\, Papua New Guinea\, Republic of Marshall Islands (RMI)\, Samoa\, Solomon Islands\, Tonga\,Tokelau\, Tuvalu\, and Vanuatu. They were joined by representatives of development partners\,civil society organizations (CSOs)\, non-governmental organizations (NGOs) and other multi-lateral organizations. \nThe Forum produced several important outcomes for ECD\, as contained in an Outcomes Statement (see next page)\, foremost of which was the establishment of the Pacific Regional Council for Early Childhood Development (PRC4ECD) with Ministerial representation from the 15 countries at the Council level and Permanent Secretaries representation at the Steering Committee level. Hon. Dr. Ifereimi Waqainabete\, Minister of Health Fiji\, and Hon. Sili Epa Tuioti\, Minister of Finance\, Samoa were appointed as interim co-chairs until the election of these positions at the next council meeting. UNICEF remains as the PRC4ECD secretariat. \nThe ministers also endorsed a reporting pathway for PRC4ECD to Pacific Leaders via the Forum of Economic Ministers Meeting\, with the support of the Pacific Islands Forum Secretariat. With the theme Implementing the Pasifika Call to Action on ECD\, the Forum also resulted in an increased understanding of strategies and programmes to support young children and families. The Forum stimulated south-south learning on ECD\, with almost all the 15 countries on stage to present their own work on ECD. Multi-sectoral group discussions resulted in the delegates’ identification of priority actions that they would undertake immediately after the Forum. \nOutcomes\n\nEndorsement of the Terms of Reference of the Pacific Regional Council for ECD\nStrong commitment to collective\, whole-of-government and society action that strengthens planning\, implementing\, monitoring and evaluation of ECD that leaves NO child behind\, aided by robust data disaggregated by age\, gender and disability.\n\nDocuments\n2019 Pacific ECD Forum Report

SUMMARY:2017 Pacific ECD Forum
DESCRIPTION:The 2017 Pacific Early Childhood Development Conference\, with its theme Moving Forward with Sustainable Development Goals (SDGs) for Early Childhood\, was a three-day high-level conference for ministers and key government officials across Pacific Island Countries (PICs) to further their understanding of and commitment towards high-quality\, equitable\, and inclusive early childhood development (ECD). The conference brought together 135 senior officials in ministries of education\, finance\, health\, child and social protection from 15 PICs: Cook Islands\, Federated States of Micronesia (FSM)\, Fiji\, Kiribati\, Nauru\, Niue\, Palau\, Papua New Guinea\, Republic of Marshall Islands (RMI)\, Samoa\, Solomon Islands\, Tonga\, Tokelau\, Tuvalu\, and Vanuatu. It was the first gathering of its kind in the region and was held 19–21 September 2017 at the Sofitel Hotel in Nadi\, Fiji. UNICEF organized the conference in partnership with the World Bank and the Pacific Regional Council for Early Childhood Care and Education (PRC4ECCE). \nThe overarching purpose of the conference was to gather key government officials from various sectors to discuss and develop concrete strategies to achieve in a comprehensive and multisectoral way the SDGs for young children by 2030. During the conference\, world-renowned ECD experts presented compelling evidence of the benefits of investing in the early years and called on government delegates to renew\, reform and accelerate national plans that support the success of their youngest citizens. Permanent secretaries of ministries of education from selected PICs summarized the status of early childhood education in their countries and shared lessons learned in implementing various programmes and services. Interspersed with the presentations were small group discussions among conference participants that explored key ECD issues and post-conference ECD plans and strategies. A concrete and immediate goal of the event was the drafting and endorsement by the conference body of a Pacific Call to Action on ECD that will serve as a post-conference regional document to guide PICs on strategic actions to advance ECD progress. \nOutcomes\nEndorsement of Pasifika Call to Action on ECD \nDocuments\n2017 Pacific ECD Forum Report
